Interpreting Regulations

Some of the legal provisions governing regulators can have more than one interpretation or leave some discretion to the regulator. A position statement provides interpretation of how the regulatory body approaches certain circumstances to clarify ambiguities. The development of such statements is based on research and consultation:

  • Obtaining the input of a range of membership, with a mix of relevant expertise
  • Relevant research findings and literature
  • Consideration of the perspective of other regulatory bodies, organizations and groups that may be impacted
