Guidelines for meeting the obligations of the Labour Mobility Chapter of the Canadian Free Trade Agreement

On July 1, 2017 the Canadian Free Trade Agreement (CFTA) replaced the Agreement on Internal Trade (AIT), which entered into force in 1995. The CFTA is an intergovernmental trade agreement signed by all federal, provincial and territorial governments. Its objective is “to reduce and eliminate, to the extent possible, barriers to the free movement of persons, goods, services and investments within Canada and to establish an open, efficient, and stable domestic market”.

Alberta Labour Mobility Survey Report 2018

Each year, Alberta Labour and Immigration sends a survey to professional regulatory organizations. The results provide a snapshot of the number of Albertans who applied for professional certification, the number of Canadians certified outside Alberta who applied for professional certification and the percentage of Canadian applications from workers certified outside Alberta (called the labour mobility rates). The results also include the processing times for new Alberta applications and out-of-province certified individuals applying for registration in Alberta.

Article 705 of the Canadian Free Trade Agreement (CFTA) provides that “any worker certified for an occupation by a regulatory authority of a Party shall, upon application, be certified for that occupation by each other Party that regulates that occupation without any requirement for any material additional training, experience, examinations, or assessments as part of that certification procedure”.
